Mission Statement
Friends of Faulkner County Animal Shelter (FOFCAS) is a volunteer powered nonprofit committed to improving the lives of animals in Faulkner County. By supporting spay and neuter efforts, supplying critical resources, and educating the public, we work alongside the Faulkner County animal shelter to build a healthier, more compassionate community for animals and the people who care for them.

Remembering Jo Nell
Jo Nell Plafcan was born on November 6, 1952 in Tupelo, Mississippi. She eventually made her way to Arkansas. She received a degree in deaf education from the University of Tennessee and got a teaching job at the Arkansas School for the Deaf.
Jo Nell cared about her students and their families and helped them to succeed. She moved from teaching into an outreach program of the Deaf School with the objective of providing assistance to teachers in public schools in teaching their hearing-impaired students. After retirement, she continued working with low-income families by meeting at their homes to help the parents prepare their hearing-impaired child for school. She joined the Master Gardeners program in Faulkner County and committed many hours every week to tending community gardens.
She revered animals all her life and fostered many homeless cats and dogs. With a group of like-minded individuals, she joined the Friends of Faulkner County Animal Shelter and had a pivotal role in bringing an animal shelter to Faulkner County. Many cats and dogs have been saved because of her service.
Jo Nell crossed the Rainbow Bridge on November 4, 2025. The world is richer for her service to others.
